Amanda Owens is one of the pre-made NPC neutral witches from the Magic secret sub-neighborhood shipped with The Sims 2: Apartment Life. The other two neutral witches are Naenae Kwa and Lakshmi Bruty. Like all pre-made neutral witches, Amanda appears in every neighborhood once Apartment Life has been installed. However, she can't be made playable without cheats. Amanda's appearance is very strange, because her hair and neck are invisible, which is likely a glitch. However the same thing applies to all neutral witches.

She is a Knowledge Sim with the Pisces zodiac sign. When it comes to her skill points, Amanda has maximized the mechanical, creativity, and cleaning skills, but she doesn't have any other skills. She is mostly interested in Weather, Paranormal, Crime, and Entertainment. Amanda's name, and turn ons/offs are randomized at the start of the game. The name "Amanda Owens" is only referenced in the game files. She has the same facial structure as Sharlene Royce.
