His name "Barnacle" might indicate that the town Barnacle Bay was named after him. Adding to this theory is the description of the house Oceanaire Cottage, which states that "Barnacle Bill himself used to live on this land" and that he now resides in the cemetery. He has a moss green skin and grey hair like every other deceased Sim of Barnacle Bay.
