The Liberation Governance Council was an interim governing body that lasted from 2151 to 2168. It was established by the Liberation Army during the Liberation War. Although at first subservient to the Army that created it, the LGC developed into a full legislature through the Liberation War.

In 2168, the Council voted to dissolve itself, establishing in its place, the Oasis Landing National Directory, Oasis Landing's modern legislature.

Following the capture of the cities of Bridgeport and Pleasantview, the Liberation Army Supreme Command resolved during its 2nd annual Congress to establish a formal governing body for the two cities. On 3rd March 2151, the Liberation Governance Council was established to fulfil the requirements of this resolution. This new legislature was headquartered on board the Redemption, the Liberation Army's airship.

Until 2152, the LGC was composed completely of high officials of the Liberation Army. However, on 2nd January, the first public elections were held. In the year before, groups of young civilians were hastily educated in governance and political science, and these individuals became the candidates that stood for election. As such, in the LGC's first years, the Council proved ineffective due to the lack of experience on the part of the Councillors. Because of this, the Liberation Army Supreme Command remained the highest authority of the Liberated Territories, although the Council was officially the national legislature.

By the end of the revolution, the first Councillors had been in the Council for some time as they gained more experience. The rationale for the retainment of the original Council was that no other citizens of the Liberated Territories were experienced enough to take on positions in the new government.

Following the nuclear strike on the Liberated Territories, the Army and Council moved all institutions to the newly built refuge town of Oasis Landing. The Liberation Army was dissolved and reorganised into the Oasis Landing Peacekeeping Corps, and the Council became the de facto ruling body of Oasis Landing.

In 2168, the third Council, nearing the end of its term, voted to permanently terminate operation of the LGC, electing instead to create a new government. On 5th August 2168, the Liberation Governance Council was dissolved and new elections resulted in the establishment of the Oasis Landing National Directory.

The Liberation Governance Council consisted of 150 elected members, none of whom were affiliated with any political party; all candidates ran independently. Each Councillor served a 5-year term. This term could be cut short if the Councillor was voted out of the Council in its annual Council Membership Review session, or if he/she resigned from the Council. No Councillor could serve two consecutive terms.

Directly after an election, the Councillors elected the Presidium out of their own ranks. The Presidium was a ten-member board of Councillors who oversaw day-to-day operation of the Oasis Landing government. This bicameral system continued until 2158, whereupon the Presidium was dissolved.

The Council met quarterly to review legislation as well as the actions of the Presidium. In these sessions, known as Congresses, the Council could dismiss the Presidium and elect a new one if it found the Presidium's behaviour unacceptable. It could do this through votes of no confidence.
