The Houvier family can be found in the downloadable neighborhood Roaring Heights, available from The Sims 3 Store. It consists of the married couple Louise and Clark Houveir. According to their family bio, Clark gets what he wants and is too busy cooking up his next scheme to pay much attention to Louise.
They may be spoofs of Herbert Hoover (whose middle name was Clark) and Lou Henry (Hoover). Their names may also be a reference to the famous explorers, Lewis and Clark, respectively.
