Melissa Carter is a pre-made playable adult Sim from Garden Heights, one of the neighborhoods shipped with The Sims Pet Stories. She is a Dog Trainer and owns a dog named Bruno. In the Best in Show story, Melissa and Bruno compete in the SimCity Dog Show together against Alice Whitt and her dog Sam. She first appears in the story at Playground for Precious, where Alice arrives with her dog Sam to registrate for the dog show. When Alice comes to chat with Melissa, she refuses to offer any advice to her.

She appears at The Show Park where the dog show qualifications for the SimCity final take place. Melissa and Bruno participate after Coach Grinder and his dog Meat Grinder, followed by Alice and Sam and Diana DeBore and Precious. After everyone finished, Meat and Bruno get into a fight, which caused both of them to be disqualified from the dog show. As a result, Alice and Sam go through to the finals at Bartholomew Greens.

Melissa and Bruno can be found residing at 1344 Buddy Street and become playable from there after the story is finished.

Melissa has the Knowledge aspiration and the Cancer zodiac sign. As far as personality goes, Melissa is somewhat active and nice. But also somewhat sloppy and serious. She has no skill points. Her main interests are Work, Money, and Crime. In the story, Melissa is said to believe in astrology.

Even though none of her facial features use any of the broken Maxis face templates in Create a Sim, when Melissa grows into an elder, it becomes clear that her facial features are nonetheless broken.
