Sigmund Lords is an elderly townie from Riverview. He can be made playable by asking him to move in, or by marrying him. Occasionally he will move in, when the Riverview population decreases usually will move with the townie, Amy Foster if Story progression is left on.
For the most part, Hopeless Romantics are faithful in their relationships, which seems a bit odd considering that breaking up is negative for Sims with that trait.
