Steven Butler is one of the pre-made NPC landlords from the Magic secret sub-neighborhood shipped with The Sims 2: Apartment Life. The other two landlords are Nicholas Landchild and Vyn Shaw. Like all pre-made landlords, Steven appears in every neighborhood. He can be made playable by befriending and asking him to move in, or by marrying him. Steven has short blond hair, dark blue eyes, and light skin. He is a Knowledge Sim with the Virgo zodiac sign.

As far as personality, Steven is quite neat, outgoing, and active. But he is quite serious, and very grouchy. When it comes to his skill points, Steven has maximized the cooking, mechanical, and cleaning skills. He is also close to maximizing the logic skill. Steven is mostly interested in Food and Sports. His name is randomized when the neighborhood is first loaded. The name "Steven Butler" is only referenced in the game files. He has the same facial structure as Shea Johnston.

Due to his rather grouchy personality, he will frequently interact negatively with sims living or visiting the apartment block such as teasing, insulting or fighting. This can be avoided by cancelling any negative interactions before they happen but cannot be controlled with other tenants, which can result in tenants becoming enemies with him.
