Bernard will be playable if you add him to the household if you do the interaction "invite to household (it'll only work if your sim had a relationship of 95 or above)" or, type in Ctrl + Shift + C and shift click him and an interaction will say "Add to household." However if you do this Interaction it will spawn in another Bernard. This is known to be due to the fact that the story should stay in place. Same with Mimsy.
