She can be restored used the Oh My Ghost opportunity or by being served Ambrosia.

She cannot be restored by using testingcheatsenabled true, if you try to trigger an age transition you get this message:

"The ghost of Charity McNichol has finally lost her grip on the mortal realm. She may leave the netherworld occasionally to visit, but cannot be restored."
