I finally got around to checking this. In TS2, two toddlers can play with the dollhouse, but it appears that they will not build relationships with one another, even if both have learned to talk.

Line 10:

The Will Lloyd Wright Dollhouse is a fun object found in The Sims and The Sims 2. It is a dollhouse that one or more Sims can play with. It is essentially the same in both games; the primary difference being that adults can use it in The Sims, while in The Sims 2, teens and older can only use it by joining a child or toddler who is playing with it. In The Sims 2, two toddlers, or a child and a toddler, can play with it together, which allows them to build relationships with one another.

In The Sims 2, Sims can also smash the dollhouse and break it.
