Unlike ''[[The Sims 2: Bon Voyage]]'', he is a playable ghost, not an NPC. It is implied in his biography that he dreams of visiting [[Twikkii Island]], possibly setting Isla Paradiso's timeline before the events of ''[[The Sims 2]]''. He has 5 points in [[Charisma]], 4 in [[Fishing (The Sims 3)|Fishing]], 3 in [[Scuba Diving]], and two in [[Cooking (The Sims 3)|Cooking]].

He comes out of the captain's cabin on the pirate ship after Sims have plundered it several times, and he'll hang around on the ship for a while afterward. If Sims raise their [[relationship]] with him, they can ask him to teach them how to sing a sea chantey. This will add the [[vacation memento]] "Learned a Sea Chantey" after they have sung it twice. However, the only interactions for him is to tell jokes and admire him, though he probably won't accept the admire interaction right away.
