Cecelia was the unintended result of a casual fling between [[Fanon:Angela Pleasant (Bluewater Village)|Angela Pleasant]] and [[Don Lothario]]. Angela fell in love with Don shortly after Cecelia's conception and moved with him to [[Bluewater Village]] in a near-replica of his Condo in [[Pleasantview]]. Don was initially opposed to the idea of living with Angela but reluctantly let her stay after she discovered her pregnancy.
 
Once the baby was born, both parents, although initially thrilled, lost their delight for the baby once they realized the impact she was having on their daily lives. Everyday the baby was given love less and less and when it grew into a toddler it hardly received any care from it'sits parents. Due to the meagre amount of money they had Angela and Don could only afford so much as a crib and changing table for the youngster although Don hardly spent any time with the baby and gave the chores to Angela to spend time on the phone talking, and, when Angela was at work, to invite over some ladies to spend time with. Cecelia grew up wondering why "Dada" always brought home different women.
