The console version of TS3 made compromises almost everywhere and it still had a horrendous frame rate (based on the PS3 version, can't speak for the 360). Considering it was running a barebones version of the base game at the lowest settings (or lower to accommodate the 256MB of RAM that devs can use on PS3 which included textures, loose data etc.) with loading screens everywhere and a poor draw distance, it could still never stay at 30fps, with occassional dips to the 20s and if you were connected to the internet then it went to the 10s from time to time.
