If you want to move a sim in without hassle, put "testingcheatsenabled true" in and right-click on the sim and choose "Add To Active Family" (Late Night Installed) or drag the relationship bar to full and do friendly social till the "[Friend] thinks [Friend] is friendly" message pops up and then ask the sim to move in. Also if the sim lives in a household, move the sim out, and move the sim into the desired household.
