In ''The Sims 3'', you must have a relationship of friend or higher and perform friendly socials until "[Friend] thinks [Sim] is being friendly" appears. You can then ask them to move in. Note that if your target has the Commitment Issues trait, it will take longer to invite them. Also, if the target is a single parent, you MUST move in their children as well.
If you want to move a sim in without hassle, put "testingcheatsenabled true" in and right-click on the sim and choose "Add To Active Family" (Late Night Installed) or drag the relationship bar to full and do friendly social till the "[Friend] thinks [Friend] is friendly" message pops up and then ask the sim to move in. Also if the sim lives in a household, move the sim out, and move the sim into the desired household.
