This is not a bug, but a "coding laziness" on the developer's end. This issue can be resolved by going into [[Create a Sim]] and clicking on the pacifier icon several times to roll through the combinations and randomize the personality generator. This option basically does the same thing, except it can be used on lots without the hassle of going to CAS. Use before a pregnancy comes to term.
