This is because the babysitter will not teach any toddler skills. However, you players remove/change the random trait using the [[testingcheatsenabled]] cheat, shift+clicking the Sim, and pick their traits. When aging from Toddler to Child, unless you didn't do this before the toddler was trained toddler skills, you can't choose a trait.
