All you just do is to kill the members of the family except the child.
#Kill off everyone else in the household
A social worker won't come even if you stay long enough. You can now move the child to other lots, living alone or not, if move him/her to an existing family.
#Go back to the child right after it takes you away from them. The babysitter should stay no matter what.

In Sims 3
There are two ways of making a child or younger live alone. The first way consists of killing off the parents, then play the child again straight after it gets you off the household. Notice the babysitter will stay no matter what. The second way consists of playing#Play another household and make the parent of the desired household with the child the player wants to live alone. Make the parents join the household through "testingcheatsenabled true", then go on to the newly alone child.

#Now move onto the newly alone child.
