Giving Gifts is a feature introduced in The Sims 2: Seasons. In order to give a gift, a Sim must have something in their inventory, such as a souvenir or cell phone. The Sim that is receiving the gift may reject it, and that counts as a negative in the relationship. Most of the time, a Sim will accept the gift, which will boost the relationship. Sims are more likely to want to give a gift during Winter.

Giving Gifts was possible in The Sims, but it worked differently. The Sim being given the gift would either accept it, boosting the relationship, or smash it, which would cause a big drop in the relationship, and mean that the giver had lost that item for nothing.
