His backstory appears to be based on General Jack D. Ripper from the 1964 film ''Dr. Strangelove: How I Learned to Stop Worrying and Love the Bomb''. In the movie, General Ripper was a paranoid and unbalanced man who was once unable to perform sexually and concluded that it was because he had been drinking fluoridated tap water, which he believed was part of a Communist plot to "taint" America's "precious essence", or bodily fluids.
