In The Sims, including console versions and The Sims Bustin' Out, children whose grades stay at F for too long are sent to Military School and are never seen again. Military School is only mentioned for "color," so that poor students aren't just taken away. It does not physically appear in the game.

Children will only leave for Military School if they have nothing else in their action queue, so it can be avoided by stacking up interactions until the Sim's grade improves.
