Those ghosts aren't any sims in particular. The SIms was suppose to be mostly an house building game, those sim ghosts in sims 1 were mostly only there so there could be graves in an home, and aren't part of the lore because TS1 base game does'nt have any lore in it. All surnames in TS1 are more of house descriptors. TS1 had three gothy people named Bella, Mortimer, and Cassandra who happen to live in an house with their ghost friends. That's it. TS2 and TS3 both have the same families in the graveyard - the Crumplebottom and Goth families! And they clearly are not the same family in the Goth Graveyard in TS1. So yeah, Grandma is just a ghost of a random old lady that happened to be buried in an house where later on other people moved in. It's possible that they may all be Cassandra's imaginary friends and the graves are just suppose to be decoration. If they were relatives they would have actual first names and the surname Goth.
