I've been trying to find a way to become partner or invest anything in University Sub-Neighbourhood, but I couldn't find the way. The options to become partner didn't appear. Even when I purchase grocery shop, It did't give me any money to collect. :That's because you're not meant to be able to invest in the university. You can only do that in the main neighborhood.
