The picture used here is possibly the most deceptive picture in the entire promo video. First off, no such location exists in the game. The view is overlooking the bridge, and the bulk of downtown from across the bay. There are no skyscrapers here, and no mansions that in any way match this image. If you do attempt to build this location, You are in for some dissapointment. It is completely impossible to place a hot tub in a penthouse without using cheats. Even if you do learn the relevant cheats necessary to expand and modify a penthouse apartment, you are still going to run into obstacles since all but one (aquarius) of the penthouse shells has a roof above it. The one that does allow you to build on top like this is actually one of the shorter structures. It is my belief that this picture is not even a penthouse at all, but simply a mansion built across the bay on top of one of the taller hills.
