:The Encourage interaction <u>does</u> change personality, it just does it so gradually that even a 1-point change requires multiple uses. I have boosted a Sim's Neat score from 0 to 4, but it took repeated Encouragement throughout the child stage and into the teen stage, and was only possible because the Encouraging parent had a high enough Neat score.
