Maybe not all of the names are from EA staff (expect the strange names are from there though, like Majekodunmi, Jitmakusol, Jihoon, Ajjanagadde, and so on), but what's for sure is that all these names are randomized from a list of predetermined names (you'll likely get a bunch of Jihoons in a game). Some townies might be special case like Bella, but I don't believe Seth Goldman is.
