I think Sixam is a lore which is eventually made real in ''The Sims 4: Get To Work'', and in ''The Sims 3: Seasons'', it's merely a mentioned Easter egg of some sort. Therefore, I say it's better to dedicate this article for TS4, while bits about TS3S are just left as minor trivia.
