For The Sims Medieval, there is a special .ini file for the "advanced cheats" located in "(your install dir)\The Sims Medieval\GameData\Shared\NonPackaged\Ini\", The .ini file is called (or supposed to be called) "Commands.ini" and contains an explaination and the switch for the Testingcheatsenabled, but the file is read only, so you have to flip that to change it.
