I'm not entirely convinced even if Graham said it himself. What exactly is a standalone neighborhood? He could very much just make up a term, but if the game treats Magnolia Promenade as a world in the files, then it ''is'' a world—a world with only 1 neighborhood. :The whole definition of "world" versus "neighborhood" is shaky at best. If Maxis calls it a neighborhood, then in my mind it's a neighborhood. If they call it a world, it's a world. This is, after all, the reason we changed TS3 neighborhoods to TS3 worlds - because Maxis was calling them worlds instead of neighborhoods. Additionally, let's consider for a second what it would mean if Magnolia Promenade is a world... it would not only be the smallest world ever (by far), it would also be smaller than any neighborhood - standalone or otherwise - in any game in the ''whole series''.
