:It's been that way for a long time. I see no reason why it should be changed. In-fact, I actually think it's clearermore accurate the way it is since not every user that uses an admin only template gets warned before they are blocked. Users that are already on their last legs that use admin only templates may be blocked without further warning, especially if it's clear that the user has no interest in changing their behaviour.
