They use mostly FileFront to host their Sims 3 patches. They have been in business since 1995 and recently celebrated a 15-year anniversary.

Availability
You do not need to register at The Patches Scrolls nor at Filefront to able to download patches. There is no delay for being a free user, though Filefront may sometimes have a queue when they are experiencing high traffic.
