I don't think leave it open permanently is a good idea, because not every user here want to read the rules who to be an admin. Even bureaucrats can denied it, some user can have hard feeling and disappointed when they request if denied because they want to become admin too much but they ignored the rules. so I think its better to open it if we need it only.
