:::I believe that the nominations/votes of indefinitely blocked users should not be discarded, as they are technically not bad-faith edits. Even if the nominator/voter is permanently blocked from the wiki, their nomination/vote should remain because the nominee is another user who probably has not been blocked and so legitimately deserves to become featured editor if the community at large agrees. ::::I feel like Tim has a good point. A nominee can't (or at least shouldn't) win based only on the nomination or vote of a blocked member; a nomination needs support from others to win. Taken along with the way that K6ka's bureaucrat nomination was handled, I think that maybe the best solution is to disregard an indefinitely blocked user's nomination, but keep the nomination as valid if another user is willing to "adopt" the nomination as their own. I don't know if that RfB sets an actual precedent or not, so I think the matter is still undecided.
