1EB is a townie, so he'll only appear on random lots downtown. He can be identified by his brown, skater-style hair, dark sunglasses, and red body warmer. He can be made playable if he is sent to University or grows up with a playable befriended teen Sim. Of course, he can be added to the family with cheats.
