Unflirty is a emotional trait. Some unflirty sims can be romanced but not all the time. When they're not romantic is in public. For an example the romance festival, when a sim tried to be romantic to them they'll mostly reject them.
 
This new trait was introduced with the [[sims:The_Sims_4:_City_Living|Sims 4 City Living]] expansion.
