To make a template page, just click the "add a page" button on the left, and name the page Template:PageTitle. You might make it uppercase or add space if necessary, and then it's up to you to create the template! Template is a set of code, so it's rather different than articles. If you want to make a userbox, you can copy the examples from the premades, and it has to be templates as well. For your signature, I suggest using tildes when you can, because it's more practical. I use template because the characters are too many for ordinary signature. This is my signature if I use tildes. Sorry for the long explanation.
