Well, [[TSW:IFP#Image quality|the policy]] did mention about low quality images. However, I wouldn't say the removed image has a very low quality, even though it's a monitor picture. It's not strictly poor, but it's not the best either. The rule of thumb here is that always take an in-game screenshot whenever possible, unless it's absolutely impossible.
In this case though, [[:File:Teen Christine.png|the image]] is okay to be placed there. But keep in mind that it may be taken down and replaced with a better image at any time. The ones in Bridgeport are very old pictures. If someone can find better quality images for those, they can be replaced too.
