If you want to get heaps of sims on your lot, as a substitute for a party, you could invite them individually, or cast a spell to get sims to come to your lot. Spell is appello simae, and you need level 7 magic skill to unlock it. It requires x2 drago scales, x2 mystic dust and x1 moonbeams. And as for the cheat, make sure you type in the cheat exactly as you see it, including capital letters and whatnot. However, I have heard some cheats do not work. As for why it's occured in the first place, I can't be sure. Apartment Sub Lot is automatically made whenever you move in any family in the Base Lot, so there's no need to use Sub Lot cheat.
