You know what's more dreary than calming down an angry user? I don't know about you, but to me, [http://sims.wikia.com/index.php?title=User_talk%3APotternia&diff=452705&oldid=451828 finding out that the recently-angry user is underage]. Now I feel guilty about it... How long should he be given a block? :I generally block for one year - although since this user stated they were 10 I wold be inclined to block for three years. You could also take into account their behaviour - if it was me, I'd block for 1 year, or possibly consider an infinite block due to their continuing behaviour compounded wit being underage.
