Wind chimes are introduced as a decoration in The Sims: Unleashed, and reintroduced as functional objects in The Sims 3 Store and The Sims 4: Backyard Stuff.
The Sims: Unleashed

In The Sims: Unleashed, the Futilo Bronze Windchime is simply a wall decoration with no interactions or chime sounds. It has a room score of 1.
The Sims 3: Store

The Warbling Wind Chimes were the first Wind Chimes introduced in The Sims 3 Store. Available for 191 Simpoints.
The Sims 4: Backyard Stuff
|
The Wind Chimes are reintroduced in The Sims 4: Backyard Stuff with more options such as Bamboo, Ceramic, and Metallic Wind Chimes as well as adjustable lengths.
There are six purchasable wind chimes 3 of them wall hanging and the other 3 ceiling hanging each in the bamboo, ceramic, and aluminum varieties.
There are three interactions:
- View
- Turn Off/On
- Change Pitch...
- High Pitch
- Medium Pitch (default)
- Low Pitch
When the pitch is changed the rods of the wind chime will change in length.
