Candy Frutti, or Candy Party Girls as she is known in The Sims (console), is a Sim residing in SimValley who is interested in Travel, Politics, and Outdoors. She is the "dream hottie" for male Sims in The Sims: Bustin' Out (appearing in the dream club and repeatedly asking the player to "give her a smooch").
She's found in The Sims Bustin' Out for consoles at 1 Free Street. In both games she lives with roommates Debbie, Ginger and Pamela, and in The Sims (console) has a fourth roommate, May, who is absent in Bustin' Out.
Her physical appearance is very different between the two games that she features in, but her personality and the names of her roommates remain the same, indicating that she is probably meant to be the same person in both games.
