In The Sims 2, congratulating is an autonomous action, which means you can't direct your Sim to congratulate others. Often when something good happens to a Sim, such as that Sim recently had an A+, other Sims might congratulate them. Nikel _Talk 15:26, June 5, 2012 (UTC)
