I think maybe Bella was dumped in [[Lunar Lakes]] quite a long time before the current events, maybe Bella died long ago, and her pale skin, pale hair and corpse-like facial features may be because she had been dead so long. Even if it is cosmetic, it is possible that EA made Bella, and the other dead folks in the Lunar Lakes Graveyard to look like they had been dead for many years. Maybe this was EA's way to show decompostion in dead Sims without having to use graphic measures, such as missing eyes, torn skin and other such things.
