Apologies if this may sound a little too technical but this is the best way I can describe it.
The operating system of your school PC is more than likely accessed from the "school intranet", meaning that Windows isn't actually stored locally on the PC. The BIOS (which actually boots Windows) probably searches any attached hard drive for an OS first and if it can't find anything, you'll just be stuck with a black screen. It's probably programmed to gain the data from the server if no hard drive is present at all. All I can say is insert the external hard drive after Windows has been booted.
Also if you're planning on playing The Sims 3 in a school, I'd be very careful if I were you, especially if this is during a lesson because you're clearly meant to be getting on with schoolwork and I don't think it'll go down too well at all if you're caught playing a game during a lesson. Furthermore, it is also advised you don't run The Sims 3 with a non-decent PC, as this will make it unstable, and I doubt you have the time to bother with a buggy game anyway. If it is an average school computer, I recommend The Sims 1 for best performance. A trip to hell is an exciting experience, isn't it? 20:58, March 19, 2012 (UTC)
Andronikos is right - most school PCs are horrible in terms of specs. I remember the PCs from back when I was at school and they were dead slow - Intel Celeron at supposedly 2.4Ghz. Plus that computer probably only had 1GB of RAM - most school PCs do indeed have so little RAM. Just run it at home; surely you can go ~8 hours a day without playing The Sims.
