Hay
A horse eating hay
Hay is a type of food consumed by horses in The Sims 3: Pets. It satisfies their hunger need. In order for hay to be eaten by horses, the player must direct a Sim to "Scatter Hay" via a pie menu when clicking on the hay.
Hay can be bought in Buy mode through the categories Sort by Room -> Outdoors -> Lawn Ornaments or Sort by Function -> Pet Essentials -> Horses.

Square Hay Bale

The square hay bale only creates one pile of hay, which generally means only one serving of hay for a horse.
