Hay
A horse eating hay
Hay is a type of food consumed by horses in The Sims 3: Pets. It satisfies their hunger need. In order for hay to be eaten by horses, the player must direct a Sim to "Scatter Hay" via a pie menu when clicking on the hay.
Hay can be bought in Buy mode through the categories Sort by Room -> Outdoors -> Lawn Ornaments or Sort by Function -> Pet Essentials -> Horses.

The haystack is also a WooHoo location. A Sim with a lover and a haystack on the lot can be directed to WooHoo with their lover in the haystack. Sims with Hates the Outdoors trait cannot WooHoo in the haystack and will reject if their partner asks to WooHoo in one.
