She can be found on the island in the middle of a raspberry bush, chili pepper bush, and a banana tree, and sleeps in a special shelter. Based on her in-game dialogue (speech bubbles with pictures, accompanied by Simlish), it would seem like she was a farmer who was picked up by a tornado and dropped in the water off the coast of the island. She can be traded with, like the other NPCs when her quests are completed, and supplies the player with seeds.
