I challenge the statement that you cannot own your own business. The article given as a reference indicates that this expansion is focussed on controlling your sims at work, and it is not focussed on running your own business like in Open for Business. However, it does not bluntly state that you cannot buy out the business and then run it, it may well be possible to do both. There is no indication otherwise.
 
 
 
You cannot own a business, at least not as you would in [[The Sims 2: Open for Business|TS2: Open for Business]]. Basically, you sim purchases a venue somewhere in town. They then have to meet certain requirements, (Number of a specified object etc), according to the lot type. Once your sims has done this they can then start earning money per week. It is practically the same as it was in the base game except you immediately gain control over the venue, (Instead of owning a partnership and then having to buy out all the over partners), and can edit it in build and buy mode.
