:There are two game options that relate to custom content. One is "Display Custom Content Dialog at Startup". That turns on the dialog that lets you disable or enable custom content, but that dialog only appears at startup. The other is "Catalogs Display Custom Content". That allows custom content to appear in Buy and Build mode - as long as custom content is enabled, but I don't think it affects custom clothes.
