Later on in the game a pre-made family might move in to the lot but it is still available for your sims, if you purchase the lot while another family is living there then that family will be removed from the game. If you purchase 5019 Asta La Heights Rd you can buy the house in build mode  and place it there instead of living on 2034 Marine Drive.
